How can this be correct

Please note the number of command points for Jackson's Corp. Jackson is a 3 star and Smith and Hill are two stars yet the corp produces only 14 command points.

Please look at Jackson abilities. He has quick angered trait. This trait gives -4 CP to the stack.
Since Jackson never historically commanded an Army, the trait is given to him when he is promoted to 3 stars on the fact he did had quarrels with his subordinates - some of them he had sent to court-marshal. His contemporaries regarded him as weird and not social. While, leading a Corps where he can still directly oversee everything, it didn't influence his performance at all. He was brilliant leader, and he got respect from his men because he brought them victories. On higher level, one can never be sure his character would not hamper his performance a little, because Army commander has to rely on his subordinates much more than Corps commander. Thus, you get this negative trait.

I see. He was just promoted this turn so I hadn't noticed that yet. Interesting....this means he will need to command a smaller Corp of three Div. so as not to suffer penalty. I'll probably make Stewart independent.
