Surrender can't be refused?

Surrender can't be refused?

I have taken most of the cities in France in a game against the computer. The first time the French offered to surrender, I refused.

I then took another city, but France still had two or three cities (no Capital cities) remaining.

The French again offered to surrender, but the game would not let me refuse the surrender. The box was there, and I could click it, but it didn't do anything. I ended up accepting the surrender.
