After playing three times with the 0.7.5 my thoughts are:

1-MORE MONEY, MORE MONEY AND MORE MONEY. It's almost impossible follow a historical path with the budget. The problem is between period 2 and 3 (1959-1963).You need all your buildings upgraded to level 2, so you had also a HUGE month expenses to maintain. No escape because you need 10 controlers to manage Mercury (excesive IMHO).If you try to no go to bankrupt, then you cannot flight Mercury (no money to purchase missions).
2-I think you no get downgrades in R&D after failed missions. (more to test anyway).
3-Why you obtain +1500$ after reach good second period and only +1000$ a month after reach third period when this period is just the most critical in the game???

Please adjust, adjust!!

IHMO now is unplayable. [:-]

My suggestion is increase 500$ a month in period 2 and 1000 in period 3.
So:
Period 1: 1955-1958...1000$/m
Period 2: 1959-1962...3000$/m
Period 3: 1963-1966...4500$/m

Anyway it's only my opinion..may be others can give their impressions.
All for try to follow a historical path, you can reach objectives simply no spend money, but the game is very boring in most seasons in period 2.

I have bumped up the numbers and I'm about to upload another build. I'll post the link once it's up so that you guys can give it a go.

I'll try to extract the numbers into an XML file for a future patch so that you guys can tweak them as you please.

I absolutely agree in principle, and the "final answer" is a balancing question. Several "money sinks" were added in 7.5, and no increase in funds occurred. I can absolutely see the issue in the late game, but the original 7.5 setup went too far in the early game. Even Project Mercury would stretch your budget to the breaking point in the historical timeline, with no probe programs at all.

A second issue to consider (fremen hit on it a little bit) is shortening the time between budget reviews. Especially in the 1959-1969 time frame, opportunities need to exist to get more resources from all the prestige generated if you get on a roll of good missions. It is entirely possible to "blow the top" on the prestige bands (especially with a successful Mercury and Gemini program) and have way more prestige then you are being rewarded for. Balancing the prestige -> budget mechanic is one of the key points in getting this game to a point where it is fun, but can also be challenging.
