Restore screen layout issue

I have 2 monitors both of which exceed the requirements for the game but are two different sizes. I spent quite a bit of time getting all the windows where I wnated them. I saved the configuraton, quit, and then restared the game.

After reloading my game, he windows came up in a single monitor view which I think is what happens because I read somewhere that the saved games do not contain the screen layouts. I then loaded the layout I created (that had a different name) and the screens did not appear where I have put them and have the same sizing. Is the save/load screen layout working or are there issues with it? This is very anoying to have this kind of flexibility and not be able to save and restore properly.

Also is there anyway to lock the main form to always be on top oof any window? I wanted the deatailed map screen to be full screen and have the main form in the top Left courner. But when i do that as soon as I click on the map the form disapears behind the map [:@]. Other windows always stay on top of the map so why can't the main form too?
