What's the difficulty of creating new AI scenarios?

What's the difficulty of creating new AI scenarios?

What's the general consensus on how difficult it is to create new scenarios that play decently from the AI standpoint? I'm not so worried about map creation and such, but play balance and challenge. Does the AI get scripting, or does it just use general algorithms to figure out what to do? Also, does the AI handle point-buy scenarios ok?

I've been experimenting with the editor since last weekend and it looks very easy to put together a scenario. There are lots of AI scripts that you can choose for individual units in the editor and it's possible to create your own individual scripts as well. I haven't played with this yet but it looks fairly easy to do.

Point-buy? No idea. I haven't gotten that far yet [:D]
