no air transport phase

I am playing Guadalcanal solitaire and I have trouble using the Japanese ATR: I have the ATR and a DIV waiting to be transported, but it just seems that there never is an air transport phase.
Not sure whether this is a bug or me overlooking something in the rules. I did make sure I still had both a land movement and an air mission available, weather is fine, both are in supply, but nothing. Any take on what might be wrong?

The air transport phase should pop up after the movement phase. If it doesn't than it's a bug.

My first guess would be needing an air mission, but you have ruled that out. Is there a viable destination hex for the ATR? If there is, then I would like to have a saved game to examine. Please sent to: MadExcept@MatrixGames.com

OK, I think I got it - the DIV is a MAR DIV, I suppose that is the reason? Only INF DIV can be transported by ATRs?
