The positions after each side has had two impulses in May/Jun 41. This second impulse for both sides is with rain in the arctic, the Allies have just finished their second impulse The units in hex form shows the units in Chisinau

May/Jun 41 Axis impulse 3 (impulse # 5 )
Storm in the temperate and north Monsoon, snow in the Arctic Will the winter ever end...
The weather is seriously affecting German progress against Russia although Minsk fell this impulse. Japan is powerless to accomplish anything in China, north and south alike.

May/Jun 41 Allies impulse 3 ( impulse 7 ) With stormy weather continuing Russia rails the Odessa factory to Akhmolinsk and pulls back some more in the west.
CW rails troops previously landed in Morocco to Algiers starting to move in on the Italians. Likewise the CW troops in Egypt are moving west there.

May/Jun41 Axis impulse 4 ( impulse # 9) Weather finally clears up, fine everywhere.
Italy Ftr's and NAV's find the CW fleet in W Med with surprise points to allocate. Stronger CS Ftr's are in a seabox not included. CW CV Courageous is sunk and a LIght cruiser as well. The Cw aborts the area.
Japan knocks out one Chinese Mil in the south.
Germany moves and takes Cernauti and Chisinau and advances towards Vitebsk.

At this point it not hard for the Axis to guarantee no partisans since their garrison values are higher than 20

Axis first impulse July/August 41 ( impulse #2) Fine weather everywhere.
All take a land action.
Japan Stratbomb Chungking for 1 pp lost.
Air battle over Vitebsk, Russians abort a German bomber but lose a Fighter, no groundstrike there.
Three German attacks, Odessa falls but 3 German units are disorganized. In CHina HQCHiang is retreated and 3 Japanese units disorganized, Yamamoto included.
All take a land action.

Axis impulse 2 July/August 41 ( # 4 impulse ) Storm in North Monsoon
Germany moves troops to siege of Vitebsk and Kiev, no attack yet. Pskov falls.
The Russians are all behind the Dnepr river.
Japan knocks out a Chinese Gar unit but loses an Inf and the rest of the attackers disorganized. The front in South China is at a standstill for now.

There is a stalemate in Western Egypt where CW and Italian forces are in contact.

Allies impulse 4 ( impulse # 7 ) Still storms in North Monsoon
An impulse of nothing much happening, CW troops reach the Tunisian border with Algeria. A reconstituted CW carrier fleet with replaced Carrier planes and cruiser escorts has sailed from England towards the Mediterranean.

Axis impulse 4 ( impulse # 8 ) Storms continue in North Monsoon, no activity against China.
Germany has only 2 attacks this impulse, knocked out a Russian Mil NW Smolensk and is getting into position to hit Smolensk in force next impulse.
In the southernmost hex of the Dnepr an armored blitz with HQ support, and a Stuka bomber as well, across the river retreated a Russian Mech but disorganized 3 German units.
Germany has only 2 attacks this impulse, knocked out a Russian Mil NW Smolensk and is getting into position to hit Smolensk in force next impulse.
