Unable to ship NEI oil to Japan

I am playing the global campaign and it is relatively early yet. In the trade window, it says it is mandatory that NEI ship Japan 2 oil. It shows 2 oil idle for resources for Japan and they are two of the NEI oil. If I look at the "unused convoy" screen, it shows 2 unused convoy all the way back to Japan, so there appears to be room in the convoy pipeline; it just isn't getting used.

The US has not embargo'd Japan yet, so I know that isn't it.

I am not playing with the oil option and Japan shows idle factories, so they could use it.

You will need to click on the NEI oil resource line in the Production Planning form and then click on a radio button in the lower left for Rail/Ship Produce. The program will prompt you which factory should get the resource. The program makes a lot of assumptions about what you want to do with resources, without player involvement, but the beta testers hammered me when I had oil resources 'automatically' being used in production. So the program now lets the oil resources lie idle unless instructed otherwise by the player.
