B649 - Formation Editor changes not saved or reloaded

It seems that when you move stations in the FE, save and reload (after quitting, at least), the changes are not recalled.
That was seen in Canary's Cage scenario.

Ran it for 15 minutes and no issues.

Well, I'm positive there is some problem.
Steps to repro (I cannot send a save since it's the thing which does not work ...):
1/ start a new scenario (tried with "Advanced ASW Exercise", SAU Group 1)
2/ change the stations of a few ships in a group
Case A
3A/ if you continue to run the game, the ships change their position as expected
(and the new stations are shown in the Formation Editor when you select a ship)
Case B:
3B/ save the game
4B/ quit Command
5B/ restart
6B/ load the saved game
7B/ the new stations are not shown in the Formation Editor and if you run the game, they are not enforced

FYI - I just tested YaChi's steps in Canary's Cage and had no problems either calling up the FE, getting it to work, or getting it to save even after re-start.

I've also noticed formation editor positions not 'sticking' after save/load. Typically what happens is they reset to the units current position within the formation, not the previously assigned new one.
