RTB Stay at sea

I would love to attach the saved game that contains the bug, please fix that first, gdam that's frustrating. Anyways, bug with rtb and stay at sea, let me know where to send the saved game

Could you describe what you think is misbehaving. Are units not staging at sea? Are units staging at sea but you do not want them to. What would you expect the Programm to do, what is it doing instead?

I think you are doing something wrong here, since the RTB phase is pretty solid, if you know what you have to do.

Ships have indicators on how they will behave in the RTB phase.

All ships with a light green/yellow status indicator will return to base if you haven't changed that during the stay at sea phase. All ships with a dark green/brown status indicator will stay at sea, unless you have changed that (sorry I can't give you the exact colors, being partially colorblind. If I say something is dark green, other people say it is brown... One is lighter than the other...).

So the stay at sea phase is simply to go through each sea area and clicking on ships if you want them to stay at sea or not.

If there is something wrong, please give us as much details to what you are doing in the stay at sea phase, because I don't know what bug you are referring to. There isn't any I have seen in those two phases for a long, long time now (and I did go through a SAS and RTB phase two days ago, while testing the patch).
