Sorry did a PDF manual search but can't find it. What does the * mean in the Sea Boxes?

It' IS a weather modifier.

And it affects other things that have to do with the ships, not only shore bombardments but invasions.

It diminishes the bombard value of every ship by one, and increases the value of the defending notional unit by one when you invade, provided that the climate is other tan fine.

Just a small clarification, search rolls are reduced by bad weather in all sea boxes including the 4-box which has no asterisk.

Thanks guys and think I get it. Bombardment not affected by weather in 4 box but does affect search in all boxes.

WiF is not completely elegant on handling weather and shore bombardment. The asterisk in the sea box has been described above. The #s in the sea box are modifiers that subtract from each ship's bombardment factor.

After that, there is more interaction with the weather, and terrain:

"You can’t bombard any hex in storm or blizzard.

Halve the (reduced) bombardment factors if the hex is a forest, jungle or swamp hex."

And to make it more fun ... weather can be different at sea than on-shore, because of desert hexes and weather boundaries.

True, there the asterisk has no influence, all are affected, thanks for correcting me. I edit the post and include the word "increase" to clarify what I explain on notional units.
