Yep, this one sucks quite a bit.

In WIF, Italian and German land units can swap hexes on the front line in ZOC. Stack A and Stack B swap places in adjacent hexes.

Currently it is functionally impossible for Cooperating Major Powers with two adjacent stacks to swap hexes with each other.

While it hurts the Germans, it will make it far more frustrating for the Allies in my estimation.

Perhaps making movement simultaneous or allowing forced over-stacking would resolve the issue?

Forced overstacking opens a loophole for violating the rules. If you have a weak unit in an important hex, you would be able to move stronger units into the hex and just 'squash' the weaker unit out of existence.

There is nothing that forces you to end a major power's phase before moving units from another major power. You can jump back and forth between major powers on a side using the flags in the Main form. There are also shortcut keystrokes for doing that too.

I'll try the undo trick and see if I can swap stacks that way.
