Side enters no-nav zone

Pakistani Police Forces have entered a no-nav zone. Did I do something wrong or is this normal game behavior once the side detects hostile forces?

Note: Scenario is designed to be played from "US" side. Pakistani Police Forces should be set up to patrol the lighter area while avoiding the darker area.
