Switzerland reinforcements problem

Good day,

I attacked Switzerland in Jul/Aug of 1940.
Failed to conquer it that turn.
At end of turn, two corps remained in Berne.
Next turn reinforcement phase for the British, I am unable to place the Berne militia unit or the INF.
I am unable to end the reinforcement phase and continue the game.

Please assist.
