Units in Sicily won't reorganize

I have a German and an Italian oil-dependent unit in Sicily that will not reorganize. They don't even show up on the Use Oil form.

There are no units at sea from either side in the Italian Coast. Both units are in supply. I am playing with limited overseas supply, and limited supply across straights, but neither rule should affect these units. They both should be able to trace a rail connection over the Straights of Messina to saved oil points, and be able to reorganize, unless I am missing a rule.

Game file attached. You are in the German Use oil step, and the NAV in Sicily is not even on the form; neither is the Italian fighter in Sicily when you move to the Italian Use Oil step.

From what you describe, the program is doing things correctly. You can trace supply to Palermo of course, but you can't trace to oil if it is not in Sicily, because without a CP in the Italian coast, you can't trace supply across the straits due to the fact you are also playing with limited access across straits. And the path to re-org oil is traced "like a basic supply line of unlimited length".

Options 11 and 12 together are quite deadly for oil-dependent units in Sicily without some oil saved in Sicily.

Limited supply accross stratis only means an enemy unit in Italian Coast could block supply, since there is no such unit, the rule does not apply.

I agree there was a clarification on this in the FAQ such that enemy units had to be there if you played LOS and also lacked a CP there. I don't know if that got implemented in MWiF.

Edit: Per the RAW only, you'd need a TRS/Amph/CP in the Italian Coast.

Re-reading option 12, I think you are correct. There needs to be IT convoy, AMPH or TRS in Italian Coast to trace supply accross the straits. RAC p. 17, top left.

Changing my mind again. The way I read RAW and the WiFFE FAQ, you only need CP/AMPH/TRS in the sea area if the presence of enemy units would block supply.

RAC is a bit more ambiguous, but again I think the clarification only applies if there are enemy units capable of blocking supply present in the sea area.

From RAC:
Option 12: (Limited access across straits) a
unit can’t trace supply across a straits hexside, if
the presence of enemy units would prevent you
tracing an overseas supply path into that sea
area. Clarification: If also playing with Limited
Overseas Supply, then all aspects of that rule
pertain to the sea area (e.g., a friendly convoy, TRS,
and AMPH must be present). If 2 sea areas are
crossed by a straits (e.g., Gibraltar), then supply can
be traced through either of them. Supply is blocked
only if both sea areas are interdicted.

That "clarification" is not very clarifying, is it?

The way I have interpreted that rule is that "if the presence of enemy units would prevent you tracing an overseas supply path into that sea area" requires the presence of enemy units. Furthermore, if playing with limited overseas supply, enemy units don't make any difference if you have a CP, TRS, or AMPH in the area. The rail ferries of Messina are reflected in the game only by the ability to rail across Messina, not by any counter.

I can see, however, where things are ambiguous, particularly with that clarification.

However, the WiFFE FAQ (2009 version) is less ambiguous:
7 2.4.2 Option 12 (limited supply across straits): When I use this option, should I modify it to reflect the Option 11?

Yes. If you are playing with options 11 AND 12, if there are enemy units present in the sea area, you can only satisfy the condition for option 12 if you have a CP, TRS or AMPH in the sea area. Date 08/06/1997, expanded 12/05/2008

From this I gather that if there are no enemy units, you do not need a CP, TRS, or AMPH. If enemy units were not required, the second conditional clause of the previous sentence would not be there.

This looks like a bug, since when playing with options 11 and 12, the presence of enemy ships is necessary to block supply across straits. If there aren't any, than you don't need a CP/TRS or Amph in the sea area...

I agree. It comes down to whether MWiF implements the clarification from the FAQ.
