Japan occupies Chinese city

The US entry effect #12, Japan occupies Chinese city, has a value of "2..4".

I don't know what this means.

My guess is that it depends on whether you are using the additional Chinese cities optional rule, but that is just a guess.

Does anyone know?
I thought I knew how to play this game....

Your guess is correct. IIRC with the extra cities option, it is an entry roll of 3 instead of 4 as there are so many more cities. I'm unsure what the '2' means.

I think the table is updated according to which options are used. With extra cities the die roll is 2+number of factories. Eg. Chungking is a 4 (2 factories), Changsha is a 3 (1 factory), Hengyang is a 2.
