[FIXED B481] BUG - JDAM W/ BLU-109 still not penetrating

Hello,

The GBU-31 BLU-109 variant is still not penetrating targets. Also, since build 469 it no longer reports its penetration value. In contrast, the laser guided variant of the same warhead functions and reports as it should. it's a very lethal bomb.

In my testing of various weapons I ran into the same trouble with the AGM-86D penetrator munition as well. Not penetrating nor reporting it's value. TLAM, SLAM, and JASSM all function more or less as expected so I didn't include them in the save.

Here's a save with the BLU-109 and AGM-86D munitions inbound to targets.
