Barbarossa setup USSR- can't advance

Barbarossa , new game, solitaire, v 1.07

I was having trouble setting up USSR - not being able to advance to the next phase. to test, I set up (randomly) 10 corps in Eastern Poland with HQ and 10 corps in Bessarabia with HQ. But I don't get the green radio button after doing that and there's no "Setup OK"

Having met the setup rules, what more is needed?

You have to set up all the units in the set-up trays before you can advance to the next phase. The limit given is the minimum number for a geographic area, but all units on both sides must be set-up. You can place more than the minimum or you can place them elsewhere on the map.
