Neutrality pacts

In my game, Russia and Japan want to sign a neutrality pact, and I can't figure out how to do so. I should be asked somewhere in the Peace step, but the program just zips right though those phases.

So please, how do you implement a new neutrality pact?
I thought I knew how to play this game....

This hasn't been coded for MWIF at this moment.

As Centuur has said "Neutrality Pacts" have not been implemented.

At this time you would have to reach and implement a players agreement that a "Neutrality Pact" exists and abide by it.
