1.0.8.3 Supply Issue Libya

Saw another thread regarding German supply in Morocco. Seems its in Libya and maybe more places.

German LB should be in supply at Tobruk. Tried other places in Libya as well. Italians are in supply.

Reloading save doesnt fix. However I tried moving Italian HQ to range and the air unit manages to be supplied. Still its a coastal hex and next to tobruk should be in supply anyway from either source.
