Breakdown problem

In the following screenshot, why can't the CW 7-4 MOT breakdown?
BREAKING DOWN
You build divisions in the usual way (see 13.6.5). Alternatively, you can break down an on-map organized corps or army that isn’t in an enemy ZOC into divisions at the start of the production step. Each corps or army breaks down into 1 division of the same type and 1 INF or MOT division (your choice). SS corps break down into 1 equivalent SS division and 1 SS or normal INF or MOT division.

When you break down a corps or army, you can select any divisions from your force pools but their total combat factors can’t exceed half (rounding up) those of the corps or army you break down.

The MOT is organized and in supply (see dots), and a 2-5 MOT and a 1-5 MOT are in the force pool. 2 + 1 < 7/2. The hex will not be overstacked after the breakdown.

There is also an Australian 8-4 MOT on the map; it can't breakdown either.

I am not playing with unlimited breakdown, but that should not matter, as this breakdown is allowed using limited breakdown.

It's a bug.

Only Commonwealth divisional units are being examined, instead of the United Kingdom divisional units.

Could you please upload a saved game of this so I can check the corrections I just made?

I believe the CW 7-4 MOT, the Australian 8-4 MOT, and the CW 7-6 ARM should all be eligible for breakdown.

Rats. That save was from after the calculation was made as to which major powers could break down units. So the Commonwealth is not listed as a deciding major power (based on the determination before the

I found another game where I was able to move a division out of hex and make room for breaking down a Commonwealth corps.

I am sorry that I the game I gave you was to late in the sequence of play for what you wanted. Here is from slightly earlier in the sequence of play.
