Why can't I build a city here?

Why can't I build a city here?

It would appear to be a perfectly valid hex for a city. Is it because there are alien units in adjacent hexes? If so it would be nice to put this in a tooltip. If not, can someone explain what the problem is?

You must be one tile away from a hive.

Aha! It didn't occur to me that a "hive" counted as a city. Because I am an idiot!
