Two bugs? Cards not working / CSA inflation in 1864?

In the Version 1.02, I've noticed the following:

-- Partisan raid, Partisan ambush, and Landmine cards are almost never activated. In earlier versions, you could use these cards like all the other cards. Now, you may be be able to use a raid or ambush card but you usually can't (no areas active on the map), and I never see a landmine card available (used to use them regularly before).

All the other cards seem to work fine... these no longer do. WAD, or a bug?

-- CSA experiences a huge (double digit, I've seen 17% and 19%) jump in inflation around 1864 through no player action. Is this WAD? Did I miss an event for this?

BTW, unrelated-- is the 1864 election an event? I've never seen any announcements for it, either as Union or CSA, don't even know if it matters (which would be ahistorical, no?).
