Game wants to commit subs with no subs

The attached saved game is from the Non-phasing naval air interception step of a naval combat. If one starts the game, and hits the end phase button, the program goes to the Phasing player commit subs phase, and hangs, which is not surprising, since the phasing player does not have any subs.
