I'm looking for scenario#1.
To propose as a house rule is a thing the following.

1.
It should not be allowed to move out of China, Manchuria and India a land power, which has been moved to limit consumption to no point both armies together.

2.
4 engine bomber can not perform anti-ship attack of less than 10000ft.
