"Just a quick one - you can decide or not. Quite a few games have a house rule on avoiding 4E bombing in the open as overpowered. I tend to agree. 4Es are strategic not tactical bombers and meant for attacking area targets rather than hitting the front line, not least for risk of blue on blue and lack of proper Tac air control for heavy bombers. We didnt specify before so up to your judgement, but I think it will make for a better more balanced game. You won't be short or 2E tactical bombers and plenty of more appropriate targets for the heavies that moving troops in the open."

It seems pretty one sided considering there are no 4E bombers in the Japanese arsenal...

IMO it's total baloney. Been discussed many times on the forums. Some like it. I think that with the present code all 4EB rules are nonsense.

Night bombing is a bit of an open question, but even there it is needed by a certain stage of the game. For example, a significant number of B-29s arrive with stripped down armament specifically for night bombing.

As far as bombing troops in the open or anywhere else, no restrictions are justified.

You have very valid points. Also, in a battle line situation the B-17's might not be accurate enough to avoid friendly fire but there should be no reason why 4EB cant bomb an enemy unit in a clear hex somewhere without penalty.

HOWEVER....

This happened during the turn.

Considering my oponent just lost between 5 & 10% of his significant naval power I just didnt have the heart to argue with him. So, no 4E bombing of units in the open.
