[0.7.12] Advanced untraining

Hi,

In management screen, people with 100% are send to untraining instead ;-)

Its because the new top skill is 98%. Nacho probably gonna fix that with limiter for new hired personell and maybee also to limit any training reslults for skills under 98% to stop at 98%.

Hahaha, well spotted! [:)] Yes, as Swedewolf mentioned, this has been fixed and will make its way on next Friday's patch (0.7.13).
