Possible bug, placing French reserve

When trying to place French Paris MIL in a global war I can not place it in Paris, which contains only 2 aircraft units, but only in adjacent hexes. Is this a possible bug?

Saved game attached in following post (I tried to reload and the problem remained).

This is expected to get fixed in 1.10.
