Even then Chunking is dist(57). It seems MWiF falsely includes controlled minor country capitals into the list to determine the control. In that case it would have found French controlled Damascus dist (16) to be closest, thus assigning PART control to France. FF capital in Damascus has been ruled out. Closer would be Baghdad dist(9), Kuwait dist(9), Riyadh (15), which would then be neutral minors.

Or USSR is not at war with GE yet (likely) so that France is the closest MP at war with GE. In that case French control is correct. Still a strange sight, I am sure have never seen it ;) How did Persia survive a turn anyways?

Getting Partisans
: "There are 3 additional 'red' countries in MWIF: Iraq, Persia, and Saudi Arabia".
Controlling Partisans: "Partisans in 'red' countries are controlled by the nearest major power currently at war with the major power that controls the country."

Germany controls Persia. Germany is at war with France and the Commonwealth. The French capital (Paris) is closer to Teheran than the Commonwealth capital (London).
Cool, only one problem, Italy is still neutral (at war with Yugo) and I just confirmed that the partisan is Italian!?

Not sure you are following the discussion correctly here. The claim is that by the rules, the partisan is French controlled - not Italian controlled, and it sure looks French-controlled from the screen shot.

Not sure you are following the discussion correctly here. The claim is that by the rules, the partisan is French controlled - not Italian controlled, and it sure looks French-controlled from the screen shot.
No I am, I mean when I went to do land moves etc for the Italians I could move it and declare an attack with it...

Savegame would be helpful for Steve to unwrap this. IT control strikes me as completely wrong.

I loaded your cw re-org save file and had a look. There's no mystery here. Maybe a funny story - but no mystery and no bug.

Turn N: Russia DoWs Persia, it aligns with Germany (or Italy, whatever).

End of Turn N: Persia gets a partisan - it is anti-German(or Italian) because Persia is a "red" partisan country, and the partisan is controlled by France as discussed previously.

Turn N+1 (or N+2, whatever): Russia conquers Persia. The partisan is red and red partisans always hate the controller of the country. So it becomes anti-Russian. But Russia is neutral (not at war with any major power), so the partisan is controlled by - "the nearest major power on the other side" as per RAW and RAC. This is Italy.

If you look at the picture below, the partisan changed to the Italian color from the French color it had in the picture above. In the new turn that begins with your save file if you progress it, the Italians control the partisan, but in the turn that just ended, it was controlled by France. The game did all this exactly right and even changed the color of the partisan which is really quite marvelous when you think how confusing this situation might become over the board where all the partisans are printed in the same neutral orange color.
