Bf109 is not able to give ground support to adjacent hex

Posted first to WIF school to make sure there is no rule against this ground support:

Fighter is in supply, weather is fine but it is not able to give ground support.

When I declared another attack and artillery was able to give ground support, then fighter was able too.

If anyone wants to try replicate

1) Choose land action
2) Do not move any units
3) Declare combat to hex [52,52] vs arm div.

Ground support phase is skipped.

Did you first convert the fighter into a bomber? If not, the fighter want to fly escort mission and since there are no other bombers it can not do it.

Confirm.

The FTR is the only air unit in range for this combat. It is has a tactical factor of 1 and a range of 2 (if flying as bomber) and should be offered.
