Barbarossa, beginning of J/A with version 1.0.9

Why can't I put Helsinki militia to Helsinki? There is 1 corps size unit and 2 air units in Helsinki. I have to put militia to off-city hex.

However, I can put mechanized unit either to Helsinki or Tampere.

Optional rule Off City Reinforcement is ON.

Quote RAC:
MIL must be placed in the city or port named on the counter. If you lose control of the city or port, then whenever the unit is in the force pool, remove it from the game instead. If you retake the city, put the unit back in your force pool. If it could arrive but the city or port is fully stacked, put the MIL unit back into the production pool to arrive next turn (exception: option 15; Off city reinforcements, see below).

Known bug. I believe it was fixed in 1.1.0, but have not checked.
I thought I knew how to play this game....
