What should the happen?
The Russian should be able to attack Germans units but the German units cannot fight back?
I am confused after someone told me something different
What should happen is German units in a Rumanian hex can be attacked by the Russians and can have defensive ground support from German units or Rumanian units. But the neutral major power (WiF-slang-name = Peacekeepers = Germans in this case) can't enter Russian controlled hexes and can't attack Russian units. Their fighters can only intercept missions against their own units, not Rumanians.
Even trickier is Russians ignore Peacekeeper (but not Rumanian) ZoCs.
This is written for this thread's example but applies to any situation where an aligning major power brings units into a minor that was DoW'd by a major power not at war with the aligning major.
