Lend Lease & Militia

A few things i've noticed in my game:

Neutral powers can militia (specifically Russia in my game).
Lending BP doesnt seem to work (France > CW). Game just ignored my trade agreement. France lend 10BP but only built 3BP and didnt lend any.

the Russian militia is a bug...

and the lend lease is also bugged.

so just wait for the fix

I assume you mean neutrals are able to build Militia?

Yes, Russia is currently able to build militia units while still a neutral major power. RAC 4.1.2 says they should not be able to.
