AI caught on the ground?

Build 490, Stand UP

So I have been playing stand up from both sides(not at the same time but against the AI), and my review is basically that the ROE for the UK is so restrictive that with good planing you lose before you can engage. I don't really think its an AI problem but an ROE setting issue, but as the commander of UK forces you basically just sit there waiting to get rocked. However the reason for this bug report is that the restrictive ROE for the UK lead to another problem.

In this save, you will notice that the RAF fighters are either stuck on the ground or just pop up for a second and then land again... It doesn't really make sense, especially against the skyhawks.

Any way I am not sure what the AI is thinking... I know the AI says it cannot engage, but why does that mean it won't even stay airborne?
