German AI

Hello!
Trying a campaign as the Russians, and the German AI seems really passive.

They attacked and were repulsed twice, and now have gone on the defensive, in mid-July.

It seems like they are governed by the strategic position level.

Will confirm when I fail my counterattack objectives

For Germany to win, it needs to inflict a 3-1 damage ratio - but you seem to be the one actually damaging him... So you basically won this. Are you playing normal? (re. 25% bonus to AI)
