Cant move on from Prod Preliminary

I don't know if this a tech issue or a newbie issue :

Every time the first turn ends (2 games now, with multiple reloads) I get to the Production Planning Preliminary Stage and it won't let me move on (i.e. the button to move to the next phase is gray)

It says "all major powers need to close the production planning screen" - not sure what that means, closed it a bunch of times from every nation…

Every nation need to press the 'close' button before the program continues to the next step. See picture.

Edit: If you press this button with all the nations and the program does not continue then it is a bug and you should post about it again.

If this problem is reproducible, I would like to have a saved game. We ran across this in beta testing from time to time but this is the first report of this problem since the game was released.

The problem you describe is that clicking on the Close button just cycles through all the different major powers, without ever terminating the Preliminary (of Final) Production Planning phase.

Maybe you skipped some major powers? That might cause problems - but it's just a guess on my part.
