Naval combat abort

After naval combat, I cannot abort. The game does not allow the abort nor can I bypass the problem.
The only solution is to exit and lose the game

Likely you are trying to move the units through a sea zone containing enemy units. Normally the game will show that move cannot be made when you left click in the sea zone because it is really saying: "do you want to risk an interception when other ways to get somewhere may be available?"

But likely you have no choice FREX German naval units aborting from a combat in the Faroes and must go through the North Sea where the RN is planning a homecoming party.

To force a move into such a sea zone you must CTRL-click on it.
