Playing the western scenario as USA, with activation OFF, My troops in az, west, attempting to move to east, had a turn that no days to move came off the indicator.. what am I missing. Supply rules at simple

All I can think of is units with no or low cohesion will make little or no progress during a turn. You need to rest units with low cohesion. Also mud or really bad weather can make the cost to enter a region really drain cohesion fast so that’s something else to look at.
