Tank buster ground support bug

Germany flies a tank buster in support of a hex attacked by a HQ-A and a Mech. 5 tactical factors are almost doubled...to 9 (should be 10).

You cannot get more factor by GS than the total of land combat factors on your. 7+2 = 9. (Same for SB)
