Paris, 14 Janvier 1938 : AFP : The Bourse went up over 3% on Thursday the 13th, as The War Ministry announced that current plans are based on no expectation of a war before 1942. A spokesman said that recent diplomatic activity has shown that European nations have new attitudes to solving conflicts of interest. The Ministry says the Nation is prepared, and potential enemies are aware that assaulting our defenses would result in a bloodbath.
Reactions from other nations are expected, but the British and Americans have said they will not rush a response, and it will require at least another day before they can comment.
London, 20 January 1938, The Times (London) leader : We fear our continental cousins are letting their wishes get the best of their famous rationality. While it is certain that there does not have to be a war, still we see forces at work that indicate certain Powers would welcome one. The perception of the Western Powers as weaker than they should be seems to invite the totalitarian Powers to attack. We hope war does hold off, and hope our leaders will use the opportunity to prepare.
Washington, 19 January, 1938, AP : The President and Secretary of War have not commented on the French speculation, but eight congressmen, joined by aviator Charles Lindberg, have commented that war in Europe will not mean war for the United States.
Soviet Comment : A story circulating around Moscow : Stalin returns from the Bolshoi after sitting through Swan Lake. He is in a foul mood not having seen any swans or even a lake just a lot of guys prancing around on a stage wearing tights. Molotov hands the Soviet Supreme leader the communique from Paris. War before 1942 he laughs the French have not got one military assessment right since before 1812. Have we got anymore suspect generals to shoot I need to watch some real entertainment.
Washington, 21 February, 1938, AP : The President addressed critics of the new association with France and Great Britain (GOWN) today. He said the American people should be aware that none of the nations involved consider themselves allies in any way. GOWN is is consultative only, and seeks to pool the best military minds from each nation in evaluating intelligence relating to military and naval development. So much is going on, from active conflict in China, to announcement of production ramp-ups, that each of the Western nations wants to meet and discuss matters.
The President said that the production speedups are troubling since they all seem to be more concerned with armaments than bettering civilian life. None of the GOWN members is involved in a production speedup, but each says it reserves the right to increase production of arms if conditions warrant.

Our wordy advisor in Germany, Herr Hitler, says the western powers are "foolish and stupid", wouldn't one of those adjectives be damning enough?
We wonder if he noticed the GOWN communique says none of the nations is involved in a production speedup. We have it on good authority that the only reason they are not is the capital investment is not yet pulled together. The government will pull a punch for diplomacy's sake, but not all the Members are so polite. Our Berlin Buddy might want to get a copy of Hansards, and see what Mr. Churchill has to say about rearmament. Churchill once said about naval arms : "Megalomania is the only form of sanity". There are many in the government and outside who would "insist" that Germany is up to no good. Their answer is British rearming, perhaps western rearming. The Reich Tyke should consider the GOWN statements for the message they are really passing on. Not to do so would be foolish, perhaps stupid.

The Congress today was presented with a new agency by the administration. The proposed organization, the Defense Production Administration (DPA), will seek to rationalize production of munitions and armaments along with the war Department. It will allow increased efficiency through an innovative training program, including college tuition support. The future munitions plants will be a public - private partnership, and the plants will be constructed in a modular fashion to allow new, improved armaments to be produced with minimal changeover times. The government will not actually run the plants, but will provide financing at favorable rates, and aid in any sales abroad that may be desired. Republicans are against the plan root and branch, but the votes seem to be there to authorize the Agency at some point.
