Problem with Fuel drainage

Hi, I'm playing a GC (DaBabes Lite-B, 1.7.11.23u) as Japanese.
I've circa 600.000 tons of Fuel stoked in Japan (130.000 at Nagasaki/Sasebo,
95.000 at Osaka/Kyoto, 75.000 at Tokyo, etc etc), but some base run out of fuel
and stopped their HI productions (for example in this turn Nagoya, that required
only 640 tons of Fuel for their 320 HI, run out of fuel). Why Nagoya don't take
their 640 tons of Fuel from other bases? This cyclically happens and it's a big big
problem. Any help is appreciate. Regards.

I'm his opponent, if this can be useful to understand the problem:

I have had a similar problem, but with supplies and in the north-east of australia, in northern bases like portland roads, goa, and cooktown.
At Sidney I have over one million of supplies, other thousands of supplies are at melbourne and brisbane, and these northern bases were all well supplied, no any lack of supplies was there, but when i have set up higher supply request at townsville and nearby bases, flux of supplies towards portlandroads have been stopped, despite of abundance of supplies in the wholly Australia.
I solved this by removing higher supply request in every australian bases in the east coast. Cohimbra has solved his issue about fuel doing the same thing some weeks ago, but now his problem reappeared like he has just said, but now there are no higher fuel request set up in japan.
