TF creation problem

Second time this has happened. I have a BB just finished refit in Alameda. When I try and form a TF using it the game will not let me as the BB tonnage exceeds the port capacity for a single ship.

This does not happen when the TF tonnage exceeds the port capacity, you get a message saying the TF will undock and you can then continue adding ships.

It also only happens if you 'form a TF' from the base screen. It works fine from the ships at anchor screen but you no longer get a message telling you it is too big, it just undocks.

It assumes that new TFs formed at base are "docked". There is a condition with tonnage that will undock a TF. I'll add this also - more likely a missed condition as the code just above it does the auto undocking.
