There is no function to manually move Soviet Factories, correct? Thanks.

They don't evacuate themselves automatically, so you do have to do it manually.

Go to rail mode (F2). Click on the hex where the factory is and then on the city's name in the upper right display. Use the move arrows to decide how much and what and where you wish to move your factories.

Remember that you cannot move factories until turn 3.

I'm playing version 13 and I was able to move factories on turn 2.

I also remember just the first turn without evacs.
