Error: Unable to find the PW data." Issue

OK my friend is having a problem running the game.
I know this has been discussed before but have been unable to find the fix.
From what he told me he had downloaded the game with no issues and this message ("Error: Unable to find the PW data." ) popped up when he tried to run the game.
I believe he had installed the official patch as well.

Any suggestions?

Make sure that your game shortcut target points to: "C:\Matrix Games\War in the Pacific Admiral's Edition\War in the Pacific Admiral Edition.exe" -wd
and game target starts in:"C:\Matrix Games\War in the Pacific Admiral's Edition."

Right click on your shortcut and then click on PROPERTIES to check that they match info above.
