Setting theater recon

About theater recon...

I'd like to have limited recon available for both sides... beyond the front lines, only see what's actively firing/moving, and even then, just the fact of the unit's position.

Testing shows that recon is working as I'd like for the Germans, but as the snap shows, the Soviet player sees a whole lot of detail about the other side. (I suspect the visibility is coming from the Soviet air; it has 2:1 or 2:0 A/S most of the time and all planes (for both sides) can reach all of the map.)

I've set Theater Recon = 0 for both sides. As I understand this, setting this means "use the default recon value". Is this interpretation correct ? If so, can I set the recon to -20 (for example), to make observation more difficult ?

(Whole day turns, 5 km/hex, temperate, light precip.)

If not, what do recon values mean ? and what's a good way to reduce them using events ?

In Kharkov '43, same scale, but worse weather conditions, I also used 0% theatre recon, at least for the Germans. I guess the weather has to effect on it, in your scenario it's clear and not snowing and freezing cold like in mine.

Zero ought to mean zero. Air units don't do any recon - other than recon helos. Any chance you've changed the Electronic Warfare setting from the default? Are there peak hexes near the front lines?

Ah, Zero = zero.  I had read how setting the recon in events is additive, and got to wondering about default values.

No peaks.. max height above sea level is around 450m, with avg height about 150m, so I have no hills/alpine/peaks in terrain.  I did not knowingly mess with Electronic Warfare, but letting me in the Editor is like letting a bull loose in a china shop... Business will be picking up !

As you can see from the other post, I have more fish frying, so plenty of opportunities to test things out.

EDIT:
I did some testing on various recon settings. You can set recon @ negative numbers, -5, -25,... but it operates - in this scenario - the same as the zero setting. I suspect that the small map in this scenario is a major part of the problem - I know larger maps with zero recon do provide less information to the other player. Thanks, again for the help.
