Sub Withdrawals

Asking this now so I don't have to learn the hard way.

It's 1944 and I'm operating quite a few US subs out of Singapore. Looking at the withdrawal schedule, I know I have a lot of boats leaving service in about 3 months. Can I withdraw the US Gato boats from Columbo or do I need to get them over to the Western US to withdraw? If they need to withdraw Stateside, I need to get them moving now.

Ship withdrawal locations are not country-specific, meaning if a location is a valid withdrawal port them any country's ships can withdraw there.

wasn't there a change with some patch that makes any lvl 9 port a valid port to withdraw ships?

I am also interested in this. Its still early (2/42) but I have a Transport ship due to withdraw costing me 20 PP a day, and I can't seem to get rid of it. I have half I mind to send it straight to the Japanese islands and let something sink it. I hope I don't need a level 9 port as the only one this early is SF and I had dropped troops off at Noumea. Doh, long trip back if so. I'm hoping I can send it to Sydney and get it to withdraw. I will report back once I have something new to report, either it withdrew at Sydney or not.
