Phantom Air Fuel

I recently as Japan, got my hands on Noumea and have begun prepping it as a major airbase. I've moved in a few squadrons of various types but have not been able to get any fuel there yet, it is at 0. I've owned it for 3 turns and for the past 2 I've randomly set my planes on Naval Attack and low and behold they're flying their missions!! Where are they getting their fuel??

Aviation fuel is treated as supplies. Fuel, per se, is just for ships.

This may sound dumb but does supply covert to fuel?

No. The manual details how much supply is consumed by different plane types flying different missions. Most important consumption rate to note is that level bombers expend supply based on their rated bomb load capacity.

Wow....I should really have learned more before I started to play, all this time and I thought my planes were running off of the "fuel"
