I am playing without the additional Chinese cities, and the Peking militia is in supply in the boonies.

Excellent timing I must say, this subject is one of the few issues which is still on the to do list for the supply release. Having an extra savegame saves us time.

I fixed this today. Using your saved game, it only took ~15 minutes.
