Setting hex ownership

I have tried to follow the editor manual to set up hex ownership but nothing happened. Is there is a way to define ownership from the soviet side ?

You first need to be set to the side to which you are changing ownership - so if you want to change hex ownership from Axis to Soviet the screen must be Red/Brown.  You switch sides with hotkey-w.  To change hex ownership hotkey -u
