How can I get a ground unit to use its laser designator for an aircraft?

They do it automatically. When you (or the AI) drops a LGB the sim will first try to illuminate the target from the parent unit. If no illuminators are present the sim will look for nearby platforms that can. If you enable Illumination Vectors in the GUI you'll be able to see the laser beam.

Warning for language on this one, but you can see the helo's using lasers, and then the FAC using his own Laser to point out a target that the helo's go after, the comment made at 1:35 using the IZLID laser designater is funny considering their situation.
